At present, LG, Toshiba, TP Vision (aka Philips TV), Panasonic, Vestel and Arcelik (aka Beko, Grundig) are members of Smart TV Alliance.

How it will e when LG will start the Web OS? Will that have any impact on the SmartTV Alliance?

No impact on Smart TV Alliance.
LG thinks HTML5 web apps are very important for both now and future Smart TV ecosystem, which is same with Smart TV Alliance's vision. Future platforms from LG will be compatible with Smart TV Alliance specification.
